August 2025 — Competition Will Put Rail on the Right Track Report Released

Discovery Institute, with AIPRO Board Member Ray Chambers, has released a new report outlining reforms to strengthen intercity passenger rail through competition and innovation. The Discovery Institute has released a new policy report; Competition Will Put Rail on the Right Track, co-authored by Bruce Chapman and AIPRO Board Member Ray Chambers. The report outlines a series of reforms aimed at strengthening intercity passenger rail by opening the market to greater competition and expanding opportunities for public-private partnerships.

The timing is significant. Congress is preparing the next transportation reauthorization, with Senate Commerce Committee leaders launching a bipartisan process to gather stakeholder input. As Ray Chambers notes, “This is a major opportunity to shape a rail title that embraces innovation and improves outcomes for passengers, states, and taxpayers alike.”

Industry coverage has already begun. Railway Age called the proposal a “meaningful reform plan” for intercity passenger rail.
